Regulations of Connecticut State Agencies
(a) The operating and parking of vehicles on the grounds of the Veterans' Home is a privilege that is granted at the discretion of the Department and may be denied or revoked at any time for any reason.
(1) To be eligible to park his vehicle on the grounds of the Department, a veteran shall:
(A) Have been in residence for no less than three (3) months, except a veteran who has entered into and maintains good standing in the Transitional Living Program,
(B) Have not been found in violation of any offense within six (6) months preceding the application and continuously during the applicable period, and
(C) Comply with rules issued by the Director of Safety and Security.
(2) The veteran shall provide the Director of Safety and Security, an application form signed by the Veterans' Home Director of the Residential Facility, or his designee, with the following information:
(A) Motor vehicle operator's license number,
(B) Motor vehicle registration (including VIN),
(C) Description of the vehicle (make, year, color),
(D) Proof of insurance, and
(E) Authorization for release of information from the Connecticut Department of Motor Vehicles.
(3) The Director of Safety and Security, upon a favorable recommendation from the Veterans' Home Director of the Residential Facility, may approve an initial or annual renewal application, and issue stickers to be affixed to the vehicle at his direction.
(4) Parking privileges shall be denied or revoked in the event of repeated motor vehicle rules violations, substance abuse, or willful failure of the veteran to maintain his or her account in good standing.
(5) The Director of Safety and Security, Director, or Administrator may require a veteran to be medically evaluated prior to rendering a decision related to the parking privilege.
(6) The Director of Safety & Security shall revoke the parking privilege for a concurrent period upon notice that a state Department of Motor Vehicles or a court of competent jurisdiction has suspended or revoked a veteran's operator's license.
(b) A sticker is non-transferable. The veteran shall notify the Director of Safety and Security when the vehicle is transferred to any person and shall remove and return any issued sticker, even if fragmented.
(1) The Director of Safety and Security, or his designee, may assist in the removal of a sticker.
(2) The veteran shall make the veteran's vehicle available to the Director of Safety and Security, or his designee, for removal of the sticker, if the veteran's parking privilege has been revoked.
(c) Upon the request of a veteran and provision of information described in subdivision (2) of subsection (a) of this section, the Director of Safety and Security may issue a temporary parking permit which is valid for no more than three (3) months.
(d) The veteran shall lock and secure his vehicle whenever not under his immediate supervision. The Department is not responsible for any personal property or damage to the vehicle or its contents.
(e) The resident may not use a motor vehicle for the transportation of other residents, unless the driver obtains a special pass from the Veterans Home Director of the Residential Facility. The driver shall present the pass upon request of the Safety and Security personnel.
(f) Safety and Security personnel may issue a written warning to any person who fails to comply with any traffic law or regulation, including but not limited to failure to obey posted parking, speed, and access signs, and operating a vehicle in a manner that poses a danger to any person on the grounds of the Department.
(1) Warnings shall be in writing.
(2) The first warning shall be retained by Safety and Security personnel for six months. A first offense shall not result in any consequence, unless additional warnings shall be issued during the first six months following the date of the first offense.
(3) Upon the issuance of a second warning within a six (6) month period, Safety and Security personnel shall prepare a written report. This report shall be forwarded to either the Health Care Facility Administrator or the Director of the Residential Facility as appropriate, or to a supervisor, if either the operator or the owner is an employee (other than a veteran worker).
(4) If a third warning is issued within a six month period, Safety and Security personnel shall prepare a second report which shall be handled as described above. The Health Care Facility Administrator, or Director of the Residential Facility, or supervisor shall notify the Commissioner and request disciplinary action as he deems appropriate.
(5) Notwithstanding the procedure described herein, the Director of Safety and Security personnel shall immediately inform the Commissioner of any warning issued for the operation of a motor vehicle which results in bodily injury to any person or causes any person to be at risk of such an injury. Such a violation may result in an immediate suspension of parking privileges and the violator may be prohibited from operating a vehicle on the grounds of the Department.
